CASBHC 2024 Conference: Lunch Plenary
About the Speaker
Comptroller Sean Scanlon is a proven Fighter! Sean takes on tough fights and wins. When he was Chairman of the Insurance Committee, he took on the special interests and passed laws capping the cost of insulin, requiring equal coverage for mental health and creating Connecticut's first prescription drug price transparency law. As Finance Committee chair, he fought to create tax relief for the working and middle class, worked with business and labor to save our unemployment trust fund and helped pass a bipartisan state budget in 2023.
Having grown up in a household that lived paycheck-to-paycheck, Sean understands how much every dollar matters for most Connecticut families. That’s why Sean worked with Governor Lamont to pass the largest tax cut in state history and a state budget with historic investments in Connecticut’s people and communities. He championed and passed the first Child Tax Rebate which sent $250-$750 to the families of nearly 370,000 Connecticut children, suspended the gas tax to protect drivers as gas prices spiked, expanded the Earned Income Tax Credit, and cut car and property taxes. Health care is a human right and yet far too many people in Connecticut cannot afford or access that right. Sean passed landmark laws codifying the Affordable Care Act into state law, protecting people with pre-existing conditions, prohibiting mental health discrimination and capping the cost of insulin. He took on the special interests and has been the lead sponsor of legislation creating a Public Option for health insurance here in Connecticut.
Along with all of these milestone events, when Sean became Comptroller, he created a Healthcare Summit bringing the best and brightest together to help make recommendations for change. He then broke that summit into several working groups which were tasked with developing recommendations that the state would then review and work towards. Many of these recommendations were put into effect during the FY 2024. Sean is a champion of children's health, creating the Children's Healthcare subcommittee, who recently put forward 3 amazing recommendations to the office to which he will speak .
